The 2007 edition to Section 6: Energy of the SBSA Technical Handbook represents a major change in approach to controlling energy usage in buildings. Much of the change has been driven by the need to comply with the requirements of the EU Energy Performance of Buildings Directive (EPBD). This brings Scotland's requirements broadly into line with England & Wales and Northern Ireland.
The most significant change has been to standard 6.1: carbon dioxide emissions. Where before three approaches to compliance were offered for new non-domestic buildings (elemental, Heat Loss Method and Carbon Emissions Calculation Method), this has been replaced with one single whole building methodology approach, as used elsewhere in the UK.
