| SIPs consist of timber-based board facings with an insulating foam plastic-based
core. They are laminated together to produce a one-piece structural building system which
can be used to form whole wall, roof or floor components. SIPs panels are imported from Europe and North America and are now being
manufactured in the UK for use in low-rise construction. However, there is a need for
independent authoritative data for Building Control officers and other building approval
organisations.

The objective of this study is to evaluate whole building safety implications
arising from the use of SIPs and to provide guidance to manufacturers, designers, builders
and developers, checking and approval authorities and ultimately, clients. Specific
aspects will include: structural performance such as robustness, disproportionate collapse
and connections, durability, performance in fire, air permeability, thermal performance,
safety of erection and integration of services. In addition off-gassing of the
foam elements will be considered.
