Construction Briefing: notable amendments for Part L 2010

TRADA has published a new Construction Briefing summarising the forthcoming changes to Approved Document L ‘Conservation of fuel and power'. The proposals put forward in the 2009 consultation have been broadly adopted but with notable amendments:
  • 1. The improvements required to address the thermal losses that are now known to exist through party walls are in addition to the 25% overall improvement required for dwellings.
  • 2. A larger number of air tightness tests will be required on dwelling developments. Three of each type of dwelling or 50% of the development, whichever is the least, will be required. This compares with one of each type at present and is tougher than was proposed in the consultation.
  • 3. The exemption from building regulations requirements for conservatories of less than 30m2 will remain - it was proposed that this be removed. However, it is now clearly stated that to qualify for the exemption there must be adequate thermal insulation between the existing building and the new conservatory/porch. Also, heating cannot be extended into the new area.
  • 4. Some elemental performance requirements in existing buildings have been reduced from that proposed:
  • o Pitched roofs with insulation at rafter level and flat roofs/roofs with integral insulation. 0.16 U-value was proposed - now ‘dropped' to 0.18.
  • o Windows - it was proposed that they had to achieve Window Energy Ratings of C or better. This has been amended so that alternatively, for domestic applications, they can prove a U-value of 1.6 or better and, for non-domestic, 1.8 or better.
