May 1st: CSH certificates compulsory on new homes

Sigma Home by Stewart Milne GroupThe Department for Communities and Local Government (CLG) has confirmed its intention to make Code for Sustainable Homes (CSH) certificates compulsory for all new homes. This will come into effect from 1st May 2008, but will only apply to new dwelling projects which receive a Building Control building notice after this date.

A CSH certificate will not mean that the homes necessarily comply with one of the levels from 1 to 6 of the Code. They simply need to have a certificate - which can include a nil-rated certificate and these are available as a free download to builders who wish to comply only with Building Regulations.

In reality, the push by CLG is aimed at bringing the private sector voluntarily into line with social housing, which is already complying with CSH level 3 or higher.  The certificate will form part of the Home Information Pack for the dwelling. 

Trading Standards will enforce the new requirement. Building Control may also take an interest in checking that certificates have been provided, but it is not their job to police it.
