Part L1A - more stringent requirements for new dwellings
TRADA has published a new Construction Briefing summarising the forthcoming changes to England & Wales Building Regulations: Part L1A Conservation of Fuel and Power: New Dwellings, which seeks to conserve the amount of energy used in new dwellings as a result of their day-to-day usage by addressing all the key issues which affect fuel usage throughout the seasons (including cooling in hot summer periods).
Although recent news reports suggest that the new version of Part L could be delayed by six months because of hold-ups in the development of the SAP software needed to enforce it, TRADA does not believe this to be the case and strongly recommends that members prepare for the changes. The latest Construction Briefing aims to give a feel for how the four-part document is structured and what the main requirements are for new dwellings.
Along with a 25% overall improvement in CO2 emissions, the 2010 version addresses the heat loss that is now known to exist in party walls - requiring filling and sealing of cavities. TRADA will be publishing guidance on this in due course. More air tightness testing will be required, while thermal bridge details need to be calculated to prevent poor default values being used.
