Revision work on Part L for 2010 now under way

 The Department of Communities and Local Government (CLG) has again commissioned Faber Maunsell  to project manage the revision work on Part L, to become effective by April 2010. The Government's target for publication of the revised document, however, October 2009.

TRADA Regulations Consultant Rupert Scott pointed out: ‘If we allow six months for consultation and subsequent amendments, we probably need to be looking at having draft documents ready for early 2009, which isn't far away.'

He added. ‘A fairly good indication of what can be expected has already been published by CLG in the document Building Regulations - Energy efficiency requirements for new dwellings - a forward look at what standards may be in 2010 and 2013'.

Likely amendments (and where to find them in this document) include:

  • The permissible Target Emission Rate (TER) is set to reduce by 25% against 2006 levels (Para 2).
  • The plan is to leave the formula for TER the same - just amend the values used. (Para 12).
  • Backstop U-values will probably be made tougher. These are the values which prevent the energy performance of any one element dropping below a certain level. (Para 17).
  • Additional Accredited Construction Details, with a formal system for approving such details (Para 28).
  • Revision of SAP and SBEM, reviewing the effect of handling ‘thermal mass', procedures for addressing embodied energy and a review of passive solar control provisions (Para 31).

Towards the back of the CLG document there are tables of design scenarios which would achieve the increased requirements - and which provide a helpful benchmark. (Table 2, page 15).

Part F will be looked at, at the same time, to ensure consistency.  It is understood that the issues of airtightness, condensation and air quality will need to be considered carefully.
